As Ministry of Foreign Affair state in this website, the government of Japan life entity ban of foreign citizens from the following 2 nations from June 29th.
1. Thailand
2. Viet Nam
If you come from these countries, you could enter to Japan if you obtain VISA or if you’ve already gotten re-entry permission. You could enter to Japan through “Resident Track”. Here are the necessary documents.
(1) Visa application
Applicants with the purpose of entry listed on (a) or (b).
(a) Short-term stay for business
Required documents for the visa application
(i) Visa application form (with photo attached)
(ii) Passport
(iii) Certificate of Employment of the applicant

(b) Work or Long-term stay with one of the following status of residence
“Business manager”, ”Intra-company transfer”, “Engineer / Specialist in humanities / International services”, “Nursing care”, “Highly skilled professional”, “Technical Intern Training”, “Specified Skilled Worker”, “Designated activities (Start-up)”, “Designated activities (nurses and care workers who wish to enter Japan based on an EPA / candidate nurses and care workers who wish to enter Japan based on an EPA[Note 1])”
Required documents for the visa application
(i) Visa application form (with photo attached)
(ii) Passport
(iii) Certificate of Eligibility (not required for applicants with EPA credentials) [Note 2]

（2）Application for the Letter of Confirmation of Submitting Required Documentation for Re-entry into Japan (Re-entry Confirmation Letter)
Applicants with one of the following status of residence:
“Business manager”, ”Intra-company transfer”, “Engineer / Specialist in humanities / International services”, “Nursing care”, “Highly skilled professional”, “Technical Intern Training”, “Specified Skilled Worker”, “Designated activities(Start-up)”, “Designated activities (nurses and care workers who wish to enter Japan based on an EPA / candidate nurses and care workers who wish to enter Japan based on an EPA) [Note 1]”
Required documents for the Re-entry Confirmation Letter application
(i) Application form for the Letter of Confirmation of Submitting Required Documentation for Re-entry into Japan (PDF) Open a New Window
(ii) Passport
(iii) Residence Card
(iv) Written pledge (the original and a copy) (Residence Track)
[Note 1] “Designated activities (nurses and care workers who wish to enter Japan based on an EPA / candidate nurses and care workers who wish to enter Japan based on an EPA)” is only applicable in Viet Nam.
[Note 2] In case the applicant presents an expired Certificate of Eligibility issued on or after October 1st 2019, the applicant is required to show a document issued by his/her accepting organization in Japan that states the organization will still be able to accept the applicant to have him/her engage in the activities described on the application for the Certificate of Eligibility.
[Note 3] Upon the implementation of these trial measures, the already issued visa whose validity is currently suspended will not be restored its validity. If a new visa is issued under these trial measures, the visa already issued will be invalidated.
Entity into Japan from other nations
Now foreign citizens from foreign nations other than Thailand and Viet Nam are allowed to reenter to Japan if you get re-entry permission and leave Japan before the area you stay now are listed for entry ban.
