What is changed under the Special High skilled professional system

Frbruary 17th 2023, the Kishida administration announced that Japan would implement the new system, the Special High skilled professional system(特別高度人材制度) to promote more high skilled professionals to enter to Japan and work in this country.

Now from April 21st 2023, the special high skilled professional system is started. And I also received questions regarding the new system. So in this article, I’ll explain the overview of the new systems and what is the effect made by the new system on High skilled professional VISA(高度専門職) and Permanent Residence(永住許可) in Japan.


Overview of the Special High skilled professional VISA




Previously, there was the only way to get High skill professional VISA, the point calculation. You have to get 70 points or more by using the point calculation sheet issued by the Immigration Services Agency.

But under the new system called J-Skip, the government of Japan made another way to get High skill professional VISA, you could get the status without calculating your points. Here is the detail of the requirements unde the new system.


For Advanced academic research activity, Advanced specialized/technical activity

If you will engage in advanced academic acitivity(like researcher at educational institute) or advanced specialized/technical activity(like IT engineers), you have to meet one of the following conditions to get High skilled professional VISA under the new system.


1.Having master degree and earning 20 million yen

Or

2.Having 10 years or more work experience on the activity you will engage in Japan and earning 20 million yen


For Advanced business management activity


You have to have 5 years or more experience on business management and earning 40 million yen.


Point calculation is still valid


Some people think that they no longer have to calculate their points to High skill professional VISA or Permanent Residence because the new system was implemented. Actually, Japan does not abolish the point calculation system for High skill professional VISA. So, you still be able to get High skill professional VISA by showing that you have 70 points or more on the point calculation.

You could still use the point calculation to get Permanent Residence with 1 year residence in Japan (if you have 80 points or more) or 3 years residence (if you have 70 points or more).

You have to think that the new system is one of 2 ways to get High skilled professional VISA in Japan. If you don’t meet the requirements under J-Skip, you could use the point calculation sheet to get the status as you could do for Permanent Residence.


How you could get PR through the new system


“Since S-Skip was implemented, I could get Permanent Residence with 1 year residence in Japan if I have high skilled professional VISA?”


I got the questions like this from several people. The answer to this questions is that you could not get Permanent Residence with 1 year residence simply because you currently have High skill professional VISA in Japan.

The Immigration Services Agency also amended the guideline for Permission for Permanent Residence at the same time as they implemented J-Skip. The new guideline states exceptional requirements on residence history in Japan for the person who meet the criteria for High skilled professional VISA as follows.


a.Living in Japan for 3 years as High skilled professional( High skilled professional VISA holders who had 70 points or more when they get the status)

Or

bLiving in Japan for 3 years or more and Having 70 points or more at 3 years before from the date of application.


For the person who currently have 80 points or more on the point calculation of High skilled professional VISA

In this case, applicants have to meet to following conditions to meet the requirements on residence history.


a.Living in Japan for 1 year as High skilled professional (High skilled professional VISA holders who had 80 points or more when they get the status)

Or

b.Living in Japan for 1 year or more and Having 80 points or more at 1 years before from the date of application.


For the person who currently meet the requirements on J-Skip

In this case, applicants have to meet to following conditions to meet the requirements on residence history

a. Living in Japan for 1 year as Special high skilled professional(the person who got High skilled professional VISA through J-Skip)

Or

b. Living in Japan for 1 year and Meeting the requirements of J-Skip at 1 year ago from the date of application.


So, under the new guideline, High skilled professional VISA holders could get Permanent Residence without point calculation if they got High skilled professional VISA through J-Skip or proving that they meet the requirements on J-Skip now and 1 years before.

If they don’t meet the requirements on J-Skip, you have to meet the requirements for person who currently have 80 points or more to get Permanent Residence with 1 year residence in Japan.
